原来这波H20能来是因为华为啊，昨天清掉云赛吃到12个点的我不得不感谢华为了

两个高官讲的很直白很清楚了，可以说是摆在明面的阳谋了。
说白了，他们根据华为的进度来控制可出口产品的水平。因为哪怕昇腾和H20的性能处于一个等级，但英伟达有个华为无法比拟的优势：丰富成熟的CUDA生态。
因此只要提供H20这种过时产品，对于使用者来说，恐怕还是会更倾向于使用H20，生态的力量是强大的。
但假如说你连H20都不出口了，完全不开口子了，那这里这么多的大IT企业，也只能被逼着不断帮华为从零建起华为的生态。生态建起来后，这个未来对于美方来说就完全不可控而且很恐怖了。
所以就吊着，会严格限制，但不会完全封死，继续保持一定程度上的垄断性(CUDA生态)，让东大IT企业继续帮CUDA生态添砖加瓦而不是去帮华为建设生态。啥时候华为觉得昇腾项目入不敷出砍掉了，那个时候反而可能是他们完全断掉H系列算力卡的时机点。

美国财长贝森特：中国本土制造商如华为已经有等效芯片。如果存在等效芯片，那么英伟达的H20就可以出售。我可以告诉你们，我们绝对不想看到数字化的一带一路在全球兴起。
白宫AI事务负责人大卫萨克斯，大体讲的差不多，讲的更具体一些。谈到了东大本土IT企业如果用不到H20的话，就不得不帮华为debug了。
