理论上可以不违建，但是要走很多很多的手续。[s:ac:茶]
为了保证高层建筑的安全性，对房开有很多的要求，如果要包阳台或者类似的改建，相当于你一个个人要把房开一个公司走的流程走完一遍[s:ac:呆]

记得拆迁的时候，自建房阳台，全包的按100%面积补偿，没包的按50%补偿
