2007年8月起，托马斯·莫德利又到普华永道，担任美国国家安全和全球防务网络领袖，名头很吓人，具体是干什么呢？拿到了美军在伊拉克和阿富汗稳定治安和经济发展的财务业务，同时，还负责美国海军，海军陆战队和国防部长办公室外包出去的财务业务。工作了10年5个月。
2017年年12月，又开始神展开了，这个外包业务的乙方主管直接空降到美国海军部，当起了副部长。

Thomas B. Modly
Acting Secretary of the Navy
Prior to his current position, Mr. Modly was a Managing Director with PwC Public Sector practice and was the firm’s Global Government Defense Network Leader. At PwC, he was the lead partner for the firm’s NATO account and he lead economic development teams in Iraq and Afghanistan in support of U.S. stabilization efforts. Prior to this, Mr. Modly was the Deputy Under Secretary of Defense for Financial Management, a role in which he drove broad business transformation efforts across the DoD. He also has over ten years of experience in corporate strategy and mergers and acquisitions in the aviation support and IT services industries.
Mr. Modly graduated from the U.S. Naval Academy in 1983 with a Bachelor of Science, with distinction. Upon graduation he joined the United States Navy and proudly served as an UH-1N pilot and an Assistant Professor of Political Science at the U.S. Air Force Academy. He left active duty in 1990 to attend business school and to pursue a career in the private sector. As a midshipman at the Naval Academy, Mr. Modly also attended Georgetown University where he began work on a Master of Arts in Government/International Relations. He completed this degree prior to starting flight school in Pensacola in early 1984. He also attended Harvard Business School from 1990 to 1992 where he earned a Master’s in Business Administration with Honors with a concentration in Business, Government and Strategy.

Career
Modly is a graduate of the United States Naval Academy, Georgetown University, and Harvard Business School. He served on active duty in the United States Navy as a helicopter pilot and spent seven years as a U.S. Navy officer.[2] He has held various leadership positions at Iconixx, Oxford Associates, and UNC Inc.,[3] and taught political science at the United States Air Force Academy.[4]
Modly served as the managing director of the PricewaterhouseCoopers global government and public services sector and as the firm's global government defense network leader. He has served as the Deputy Under Secretary of Defense for Financial Management and as the first executive director of the Defense Business Board.
He was nominated to become Navy Undersecretary by President Donald Trump in September 2017 and was confirmed by the U.S. Senate two months later.[5]
On April 2, 2020, as Acting Secretary of the Navy, he dismissed Capt. Brett Crozier due to loss of confidence and for not using the chain of command to alert Navy leaders of his concerns about an outbreak of COVID-19 infections onboard the aircraft carrier USS Theodore Roosevelt, which Crozier commanded.[6][7][8][9][10]
