根据美国《1940年国籍法》的规定，海外出生的军人只要上级军官证明他们是光荣服役的军人，就能快速申请美国公民。持有绿卡的军人过去只要报到接受基本训练然后服役一天以上，就能开始公民申请程序。现在申请人必须首先完成军事训练要求，至少连续服现役180天，或在特定的后备役至少令人满意地服役一年，再通过一项涉及问题广泛的背景调查，才能开始申请公民。

先前“对国家利益至关重要的军人入籍”的计划，即MAVNI(注：MAVNI计划对语言特殊才能要求项中，对中文普通话的需求排在第二位)，2017年被特朗普政府叫停，近1000名中国留学生和华裔被除役和解除服役合约。
